MoU signed during GITEX 2018 to make Dubai a global model for cities of the future
The General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai (SLC) announced the signing of a Memorandum of Understanding (MoU) with the Smart Dubai Office, as part of joint efforts to strengthen the legislative system in Dubai, in line with the future growth strategy and in support of national efforts to build a smart and integrated city by 2021. The MoU was signed on the sidelines of GITEX Technology Week 2018, which was launched on Sunday, October 14, 2018 at the Dubai World Trade Center (DWTC), by His Excellency Ahmad bin Meshar Al Muhairi, SLC Secretary General, and Dr. Aisha bint Butti bin Bishr, Director General of the Smart Dubai Office, underscoring the focus on unifying and leveraging collective potential to make Dubai a global model for the development of cities of the future.
The MoU focuses on the development of the legislative system in line with the smart transformation of the emirate of Dubai, while proposing draft legislation that supports the sustainable development plans of Dubai. The cooperation in the field of specialised legal and technical research and studies has attracted the interest of both parties, who affirmed commitment to consolidate their cooperation and to exchange administrative and regulatory expertise, legal and technical knowledge, and legal opinions to ensure the optimal implementation of legislation. The scope of cooperation includes the hosting of a series of conferences, seminars, lectures, training courses, and workshops in the legal and institutional fields, as well as the development of institutional work and participation in development projects in the legal field or in other relevant areas. Both parties have also agreed to strengthen technical cooperation to aid the development of electronic systems, databases, and platforms, in line with the latest smart innovations that pave the way for Dubai’s transformation into a smart city in the near future.
His Excellency Ahmad bin Meshar Al Muhairi, SLC Secretary General, said: “We are proud of our strategic partnership with the Smart Dubai Office, which highlights our commitment to develop institutional and legislative frameworks that encourage the development of a new and unique model for smart cities based on smart and integrated systems, in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, and Ruler of Dubai, to transform the emirate into a model for smart cities that provide integrated services with a view to promoting happiness and welfare in the society.

The MoU provides a comprehensive framework to intensify joint efforts towards raising legal, institutional, and research performance and integrating efforts in the field of smart transformation, in line with our strategy to invest our potential to build a culture of innovation and create a leading model for cities of the future. We are confident that this MoU will be a great step forward in building a solid foundation for the advancement of the legislative and legal systems in Dubai. This falls in line with our vision to develop modern and future-oriented legislation that serves the aspirations of both parties to make Dubai the happiest city in the world.”
H.E. Dr. Aisha bint Butti bin Bishr, Director General of the Smart Dubai Office, said: “In line with the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai to urge government entities to effectively work together and keep pace with Dubai's smart transformation, the Smart Dubai Office has always sought to forge and strengthen intragovernmental partnerships with all government entities. The Memorandum of Understanding with the SLC marks the onset of the automation of the legislative infrastructure in Dubai through the integration of advanced and future-oriented smart technologies, in an endeavor to streamline processes and meet the challenges of the future.”
The SLC is participating in GITEX Technology Week 2018 themed ‘Experience Future Urbanism’ to showcase its latest smart legislative services and innovative initiatives, to keep pace with Dubai's smart transformation, and to build a sustainable and integrated city that promotes the well-being of the community. The SLC seized this opportunity to announce its strategy to utilise its full potential and resources to build a culture of innovation and to promote Dubai as a model for cities of the future.
